Kishori Shakti Yojana (Training)

This scheme is being implemented in the 100 blocks of the Punjab State. The main objective of the scheme is to improve the nutritional and health status of girls in the age group of 11-18 years for the girls who are living in BPL families to provide the required literacy and numeracy skills through the Non- Formal stream of education, to stimulate a desire for more social exposure and knowledge and to help them improve their decision making capabilities, to train and equip the adolescent girls to improve/upgrade home–based and vocational skills, to promote awareness of health, hygiene, nutrition and family welfare etc.

 This is a 100% centrally sponsored scheme.

Kishori Shakti Yojana (Nutrition)

This scheme is being implemented in the 100 blocks of the Punjab State. The adolescent girls is the age group 11-18 years, who are given training under this scheme, are provided supplementary nutrition as per the pattern under Supplementary Nutrition Programme. 
 This is a 100% state sponsored scheme.

Rajiv Gandhi Scheme For Empowerment Of Adolescent Girls (SABLA)

This scheme is being implemented by Ministry of Women & Child Development in 6 districts of Punjab State. This scheme has been formed by merging Kishori Shakti Yojana and Nutrition Programme for Adoloscent Girls (NPAG).This scheme is being started in 200 districts of the country as a pilot project. This scheme has been started from November, 2010 and Kishori Shakti Yojana will be implemented as before in the remaining 14 districts. The main objective of the scheme is to provide nutrition to the girls in the age group of 11-18 years and to uplift their social and economic status. There are two components of the scheme:

  1. Non-Nutrition component: First component is meant for providing training to the adolescent girls and the expenditure borne by the Centre and state 60:40 ratio respectively.
  2. Nutrition component: The second component under the scheme relates to Nutrition to AGs and the expenditure will be met in the ratio of 50:50 between Centre and State.

 

Indira Gandhi Matritava Sehyog Yojana (Conditional Maternity Benefit Scheme)

This scheme is centrally sponsored and is being implemented in two districts, Amritsar and Kapurthala as a pilot project. The main objective of the scheme to uplift the nutritional and health status of pregnant ladies and nursing mothers and infants. Under this scheme, the women of 19 years of age and above at the time of birth for first two live births, will receive Rs.6000/- in two installments, subject to the fulfillment of specific conditions. Rs.3000/- will be given at the end of the 2nd trimester of pregnancy, Rs. 3000/- as second installment only at the end of the six months of delivery when the infant completes six months of age. Anganwadi Worker and Helper will be given Rs. 200/- and Rs. 100/- per beneficiary respectively after all due cash transfer to the beneficiary are completed. Disbursement to the beneficiaries is being made through the bank accounts.

 

BetiBachaoBetiPadhao

100% Centrally Sponsored, Beti Bachao Beti Padhao Scheme is intended to improve the Child Sex Ratio across the country. This programme celebrate girl child and enable her education. The objectives of the scheme are:

  1. To prevent gender biased sex selective elimination.
  2. To ensure survival and protection of the girl child.
  3. To ensure education and participation of the girl child.

The scheme has been implemented in the 20 districts (except Fazilka and Pathankot). 

National Mission For Empowerment Of Women (NMEW)

National Mission for Empowerment of Women (NMEW) is an initiative of the Government of India (GOI) with a view to empower women socially, economically and educationally. The Mission aims to achieve empowerment of women on all these fronts by securing convergence of schemes/programmes of different Ministries/Departments as well as effective implementation of various social laws concerning women. In this endeavor, the Mission seeks to utilize existing structural arrangements of participating Ministries, wherever available, and make use of Panchayati Raj Institutions (PRIs) as far as possible. The mission would bring together women centric schemes/programmes requiring convergent action for better and effective delivery to the targeted groups. In doing so, it would not impinge on the operational authority of any of the participating Ministry/ Department of autonomous body.

The objective of this Mission is to facilitate the processes towards ensuring economic and social empowerment of women with emphasis on health and education, to progressively eliminate violence against women, create awareness about various schemes and programmes meant for women, gender mainstreaming of programmes, policies, institutional arrangements and processes of participating Ministries.

National Mission for Empowerment of Women was operationalised during the financial year 2011-12 as a Centrally Sponsored Scheme in April 2011. The focus was to bring convergence of efforts through inter-sectoral coordination amongst different ministries and programmes with Ministry of Women and Child Development (MWCD) as the nodal for achieving holistic empowerment of women.

Following the restructuring of Centrally Sponsored Schemes (CSS) during the 12th Plan period, NMEW was approved for continuation as a sub-scheme of the Umbrella Scheme for Protection and Development of Women.

The revised NMEW Scheme aims to achieve holistic empowerment of women through convergence of schemes/ programmes of different Ministries/ Departments of Government of India as well as State Governments. Under the revised Scheme, technical support to Ministry of Women and Child Development is being provided by domain experts who are involved in the implementation and monitoring of new initiatives of the Ministry like Beti Bachao Beti Padhao (BBBP Scheme), One Stop Centres, Women Helpline etc. and also facilitates convergence of schemes/programmes of different Ministries/Departments with focus on women.

At the national level experts engaged in the area of:

  1. Poverty alleviation economic empowerment,
  2. Health and nutrition,
  3. Gender budgeting & Gender mainstreaming,
  4. Gender rights gender based violence & law enforcement,
  5. Empowerment of vulnerable & marginalised groups,
  6. Social empowerment & education,
  7. Media and advocacy and
  8. Information technology

The scheme aims strengthen the conceptual and programmatic basis of women centric schemes/programmes implemented by the MWCD, other Ministries and State Government with the mechanism for convergence. Training & Capacity Building to enhance and strengthen understanding of gender issues, build a Resource Pool (trainers) at the National and State level to bridge gaps between knowledge and practice will be the other focus area of NMEW.

National Mission Directorate along with a National Resource Centre for Women (NRCW), comprising of technical experts anchored with the MWCD operationalizes the activities of the Mission.

Institutional mechanism at the State level consists of the State Mission Authority (SMA) under the chairmanship of the Chief Minister and Ministers of key Departments related to Women’s issues besides civil society representatives as members to provide direction to the Mission’s activities. The State Resource Centre for Women (SRCW) provides institutional support to operationalize the activities of the Mission in State.

Village Convergence & Facilitation Service (VCFS)

Ministry of Women and Child Development, Government of India added a new component namely Village Convergence & Facilitation Service (VCFS), which has been included for implementation in 100 districts identified under Beti Bachaao Beti Padhao Scheme.

VCFS includes Gram Panchayat level activities for creating awareness on issues such as violence against women, gender equality, and facilitate access to various Central / State Government programs / schemes for women; mobilizes the community to avail such services etc. These activities are to be undertaken/ facilitated by Village Coordinators (Volunteers) identified at the GP level.

 

One Stop Center Scheme (OSC)

Ministry of Women and Child Development, Government of India, New Delhi has launched One Stop Centres (OSC) Scheme in 2015-16. The objective of the scheme is to intend to support women affected by violence, in private and public spaces, within the family, community and at the workplace. Women facing physical, sexual, emotional, psychological and economic abuse, irrespective of age, class, caste, education status, marital status, race and culture will be facilitated with support and redressal. Aggrieved women facing any kind of violence due to attempted sexual harassment, sexual assault, domestic violence, trafficking, honour related crimes, acid attacks or witch-hunting who have reached out or been referred to the OSC will be provided with specialized services.

Under this Scheme, in the first phase, one OSC will initially be established in District Hospital Bathinda to facilitate access to an integrated range of services including medical, legal, and psychological support.
